Republican Mayor Candidate Profile - Samuel Maurer IV

Biography of Samuel L. Maurer IV

April 7, 2025

Greetings fellow East Petersburg residents:

Since my opponent for Mayor of East Petersburg has written his life history and life experiences, I decided I would document my life history and experiences so you can compare our biographies to decide whom you would like to be your next mayor.

I was born and raised in East Petersburg on North Lemon Street. I had a great childhood growing up in our small borough in the 1950’s 1960’s and 1970’s. Our neighborhood children had fun playing baseball and football in the Zion Lutheran Church Lot on Tank Road. We children would play in the neighbors’ yards and houses, and ride bicycle to the swimming pool in the summertime. I had lots of fun during my childhood and continue to do so in my adult years in East Petersburg.

I walked down Lemon Street to the East Petersburg Elementary School on South Lemon Street at the borough edge. When walking home from elementary school, I stopped at Erb’s grocery store to purchase Tastykake pies, when the store was on the corner of Lemon and State Streets. I finished kindergarten through 6th Grade at the East Petersburg Elementary School. This elementary school was torn down to build the new school along State Street in 2015.

In my childhood years I also attended Pack 3 cub scouts and Troop 3 boy scouts and we met in the Zion Evangelical Lutheran Church basement. When the Zion Church Boy Scout troop disbanded, I attended Troop 33 in the Boy Scout cabin beside what is now Tom Herr baseball field located at the Civics Ground Community Park on Pine Street. I earned Order of the Arrow and Life Scout.

I attended Centerville Junior High School during 7th and 8th grades, 1969 and 1970, on Centerville Road. I attended and graduated from Hempfield High School during the years of 1971 through 1974.

During high school I also attended Mount Joy Vocational Technical School (Mount Joy Vo-Tech) in the “Electrical Occupations” class, during my sophomore through senior years. The schedule had me attending Hempfield High School in the morning and bussed to Mount Joy Vo-Tech in the afternoon, 1972 through 1974.

During high school I worked at Weis Markets at Park City Center in 1971 to earn money to purchase a car.

In 1974 I was hired and worked at Penn Dairies aka “Pensupreme” for 11 years as an Industrial Electrician.

During my employment at Penn Dairies, I attended the following night school classes at Thaddeus Stevens State School of Technology on King Street in Lancaster, Pa for three years: 1981- 150 hours of “Electronics II” Class; 1982- 100 hours of “Industrial Electronics” Class; in 1983- 100 hours of “Basic Logic Electronics” Class.

In 1985 I was hired at Warner Lambert on Lincoln Avenue in Lititz. I worked at Warner Lambert (subsequently bought out by Pfizer) for 14 years until 2000 as a Systems Technician.

During my years working at Warner Lambert, I was involved in the East Petersburg Borough government in the following positions:

  • 1987 Appointed to the East Petersburg Planning Commission.

  • 1988 Elected Chairman of the East Petersburg Planning Commission.

  • October of 1989 Appointed to fill an East Petersburg Borough Council vacancy.

  • November 1989 Elected to a two-year term of East Petersburg Borough Council.

  • November 1991 Elected to a four-year term of East Petersburg Borough Council.

  • January of 1992 Appointed Mayor of East Petersburg, filling the vacancy created by the resignation of then Mayor David Brian who had been elected District Justice.

  • November 1992 Elected and served a four-year term of Mayor of East Petersburg.

  • I now serve on the East Petersburg Zoning Hearing Board.

During my term on Borough Council and Planning Commission I helped with the drafting the 1989 Zoning Ordinance. As a council member I was in charge of the Planning and Zoning Department and created the Planning and Zoning Budget each year for that department and supported the zoning officer. There was no Borough Manager at that time.

During my terms as Mayor, I worked with the Manheim Township Police Department. I had monthly meetings with Police Chief Paul Rager to review the state of the borough, review resident complaints, and create plans and policy, if necessary, for the health, safety and welfare of East Petersburg residents. In addition, when I was mayor, I helped the Rotary Club create East Petersburg Day in 1994 and helped plan and celebrate the 50th anniversary of East Petersburg Borough in 1996.

In the year 2000 I was hired as Manheim Township Assistant Zoning Officer. My job was to interpret and enforce the Manheim Township Zoning Ordinance, approve zoning permits, and be administrative assistant to the Manheim Township Zoning Hearing Board. I retired from Manheim Township on September 30, 2022.

After I retired, I felt that I needed something to fill my time. So, I rejoined the East Petersburg Historical Society and was elected president. I was involved with the Society in the 1980’s and 1990’s. Today I help to plan programs and events, maintain our Daniel Wolf Museum located on the corner of Lemon and State Streets. The programs, events, and the Daniel Wolf Museum educates and displays East Petersburg’s history to the public. I believe that we must preserve East Petersburg history and East Petersburg related historic artifacts and educate the public, or our history may be forgotten.

Over my working and volunteering career history, I remain involved in local government for 38 years and counting.

Over the years I had the pleasure of growing up and living in the borough and working in the borough government in this great town of East Petersburg.

I purchased a house in 1985 where I live today.

I married in 1977 and raised 2 children in East Petersburg. I now have 4 wonderful grandchildren. One grown son, daughter-in-law and 2 grandchildren living in East Petersburg Borough, and have one grown daughter, son-in-law and 2 grandchildren living in West Hempfield Township.

Traffic has grown in East Petersburg since my childhood, and is the biggest problem for the borough. We have tractor trailers turning on roads where they should not be and cars and trucks running the red lights and speeding on borough roads. I would do my best to try to tackle the traffic problems.

I have heard that there is a feral cat issue in East Petersburg neighborhoods. By nature, feral cats have no apparent owner. As Mayor, I will investigate the feral cats issue.

Over the years living in East Petersburg, I have not noticed the character of East Petersburg change. The buildings are mostly the same as in my childhood and the people continue to be a joy to live and work with.

The traffic issue and feral cats lowers the quality of life in the borough. I would do my best to work to solve these issues.

I believe that I have the life experiences and knowledge to make good decisions and plan for the future for the borough and uphold the history of good health, safety, and welfare of the Borough of East Petersburg. This borough is a great place to live. If elected Mayor, my door would be open to the residents for any opinions and suggestions to continue the greatness of this borough.

I greatly appreciate the East Petersburg Borough employees and East Petersburg residents that volunteer for local government positions, fire company, and maintain the parks and streets of East Petersburg. They are the reason that East Petersburg is the best place to live in Lancaster County and where people want to live.

Thank you for reading my biography and please vote in the Primary Election on Tuesday, May 20, 2025 and the General Election on Tuesday, November 4, 2025.
